ESWCPA's Franklin Division operates four community living arrangement (CLA) homes within Venango and Clarion Counties.

We provide 24 hour supervised support to individuals funded through Pennsylvania’s Office of Developmental Programs (ODP). This DHS 6400 Licensed Program is inspected annually by the Bureau of Human Service Licensing and is monitored on an ongoing basis by the Venango and Clarion County Developmental Services offices. This oversight assures that the individuals enrolled in this programming are receiving quality services and that their needs are met. Currently, this program offers 2 and 3 bedroom accommodations to its participants. Ongoing communication between the family, medical professionals, local support coordinators, agency staff and any other applicable support systems allow for the highest quality of care for individuals. Placement within this program must begin with referral by either the Western Region Vacancy Manager of ODP or the County Developmental Services program.
